Can I legally drive this minibus?
Most community transport organisations and charities operate minibuses under a section 19 permit which allows not-for-profit organisations to collect fares and charges from passengers in order to help finance the running costs and operation of the minibus. This permit also allows certain drivers with standard car licences to drive the minibus.
However, there are a few and growing number of community transport organisations which now operate on a "commercial operator" licence basis, therefore forbids the driving of minibuses on a standard car licence. (if you intend or currently drive a minibus under these conditions, click this link)
Alternatively, If you organisation operates the minibus on a section 19 permit please continue with the question below
How can I tell the difference between a commercial operated minibus from one operated under a section 19 permit?
First, ask your organisation or the person responsible for the running of the minibus, they should know. Or another method is to look in windscreen of the minibus just above the tax disc where you should see another similar sized disc.
- If this disc is either blue or green, the minibus is operated commercially (click this link)
- or if the disc is white, the minibus is operated under a section 19 permit (see sample below) please continue with question below

Question: Do you have a PCV D or D1 category on your licence,
obtained by passing a separate driving test ?
