A motor vehicle with up to 8 passenger seats is not legally classified as a minibus (See; legal definition of a minibus).

Commercial

Charities and not for profit organisations

Charities and not for profit organisations can now operate vehicles with less than 9 passenger seats under a section 19 permit.
